Aboriginal Business and Entrepreneurship Development

Indigenous and Northern Affairs Canada

If you are Aboriginal or have a majority-owned Aboriginal business, you can apply for up to $99,999 to help you:

  • Start or buy a business
  • Develop a business plan
  • Grow your existing business
  • Market your product or service
  • Develop new products or processes
  • Get business advice

You do not need to pay the money back. Conditions apply.

Before applying, contact a business development officer in your region to discuss your project.

Agri-Innovation Program

Agriculture and Agri-Food Canada

If you have an agri-business and are working on innovative projects, you can apply for assistance. Apply for:

  • A contribution for pre-commercialization R&D and knowledge transfer
  • A repayable contribution to help get your agri-based products or services ready for the market

There are two streams within this program:

  • Industry-led Research and Development Stream — you may receive a non-repayable contribution of up to $5 million
  • Enabling Commercialization and Adoption Stream — you may receive a repayable contribution of up to $10 million

Aquaculture Collaborative Research and Development Program

Fisheries and Oceans Canada

By collaborating with government researchers, you could increase your business' scientific capacity for R&D projects relating to fish health and environmental performance.

Eligible industry applicants must be:

  • Marine aquaculture producers operating within Canada
  • Directly involved in producing marine aquatic species for pre-commercial or commercial purposes
  • Provide a minimum of 30% of the program amount requested, at least 7.5% of which must be a cash contribution

Automotive Innovation Fund

Innovation, Science and Economic Development Canada

If you have an incorporated automotive business, you could get funding to build greener, more fuel-efficient vehicles through innovation and R&D.

Proposals will be assessed based on innovation, environmental and economic benefits, your ability to achieve stated objectives, and the project's contribution to:

  • Automotive R&D capacity and knowledge-based jobs in Canada
  • Long-term economic benefit to Canada, including significant job creation/retention
  • The potential to attract further investments to foster Canadian competitiveness

Eligible projects must have a total private sector investment valued at more than $75 million over five years.

Automotive Partnership Canada

Innovation, Science and Economic Development Canada

If you are working on next-generation automotive technologies, you could receive financial assistance to support collaborative R&D activities. Your research must be driven by industry needs and involve industrial collaboration.

Your proposal must show:

  • How the planned activities will meet industry needs
  • How industry has been integral in developing the proposed research
  • How the support of the industrial partner is essential to the research

Submit your research proposals for projects lasting between 1 and 5 years. You can request any dollar amount; there are no minimum or maximum limits.

Automotive Supplier Innovation Program

Innovation, Science and Economic Development Canada

As a Canadian-based supplier to the automotive industry, you could get up to $10 million as a non-repayable contribution for technology projects that develop innovative products or processes. This can cover up to 50% of your eligible costs to undertake early-stage basic research and pre-commercialization activities:

  • Prototype development
  • Product and process engineering
  • Pre-commercial product and process testing and validation

To qualify, your business must:

  • Be incorporated
  • Have fewer than 500 employees globally
  • Carry on business in Canada

Business Development Bank of Canada

Whether you are launching a business or looking to expand and grow an existing one, you could get a term loan to help you:

  • Start or buy a business
  • Buy, build or renovate your facilities
  • Buy equipment
  • Research and develop new products
  • Develop new markets for your products
  • Acquire information and communications technology
  • Sell your business

The loan comes with flexible terms.

Business Development Bank of Canada

If you are looking to expand into new domestic or foreign markets, this loan could provide you with funding to:

  • Invest in technology or develop new products
  • Launch a new marketing campaign
  • Purchase licenses, patents or trademarks
  • Hire and train additional employees
  • Obtain a certification

Business-Led Networks of Centres of Excellence

National Research Council Canada

If you create a network of skilled partners in industry and academia to address real-world challenges and stimulate innovation, you could receive funding for research costs.

Priority research areas include:

  • Environmental science
  • Natural resources and energy
  • Health and life sciences
  • ICT
  • Management, business or finance

Your network should be able to:

  • Market or generate business applications for the proposed research
  • Create, grow and retain companies in Canada
  • Capture new markets
  • Increase domestic collaborations

Your network must incorporate as a federal not-for-profit organization to receive funding for up to a maximum of five years.

Canada Media Fund

Canada Media Fund

If you are involved in the Canadian television or digital media industries, you may be eligible for funding. You can browse through a variety of programs that can help you create and promote software applications and other creative media.

There are two streams:

  • Experimental – for digital media content and application software that is innovative and interactive
  • Convergent – for convergent television and rich, interactive digital media content; support is given to production in all regions of Canada, and to underrepresented genres

Canadian International Innovation Program

Global Affairs Canada

If you are a for-profit Canadian company looking to collaborate with a foreign partner in Brazil, China, India, Israel and soon South Korea, you could get up to 50% of the costs associated with the commercialization of your innovation, including development, adaptation and validation of technology.

To qualify, you must have a project that:

  • Could be a commercial success
  • Is technologically feasible
  • Is for non-military purposes

Collaborative Research and Development Grants

Natural Sciences and Engineering Research Council of Canada

If you are undertaking a research project in natural sciences or engineering, you could have part of the project costs paid for you by partnering with a university. To be eligible, you should:

  • Contribute at least half the costs
  • Have a project that is scientifically and technically feasible
  • Have the expertise, with the help of your partner, to complete the project
  • Have a project that benefits Canada
  • Provide training to university students who work on the project

College and Institutes Canada Clean Tech Internship

Environment and Climate Change Canada

If your business is in the science, technology, engineering or mathematics fields, you may be eligible to hire an intern for a new environmental position or project.

The program offers:

  • A wage subsidy up to $12,000
  • Pre-approved, skilled graduates

Community Futures Program

Canada Economic Development for Quebec Regions

If you live in a rural area or in a region that doesn't have many job opportunities, you may be able to get a loan to start or grow a business. The amount of funding available and the eligibility criteria depend on the region where you live.

You will need to create a business plan and describe any financing you have received or expect to receive through any other government or municipal program. The funding is a loan that must be repaid.

Farm Credit Canada — loans and lending options

Farm Credit Canada

Do you need financing to start, run, grow, or transfer an agri-food or agribusiness operation? Farm Credit Canada offers a large range of loans with unique terms that can help you:

  • Purchase or improve land, buildings or equipment
  • Buy crop inputs or livestock
  • Make environmental improvements
  • Transfer your business to a new operator

Eligible producers or business owners are Canadian citizens of legal age.

Going Global Innovation

Global Affairs Canada

Are you a Canadian researcher from a small or medium size enterprise, university, or a non-government research centre looking to solidify an international partnership needed to commercialize your technology? If so, you could receive up to 75% of the costs associated with partnership development activities.

You will need to demonstrate that your targeted partnership would enable you to develop or improve a product or service that is technologically feasible.

Industrial R&D Internship Program (IRDI)

Government of Canada

Your not-for-profit corporation could receive funding to create private sector research internships for science and technology graduate students and post-doctoral fellows. You could be eligible to deliver an Industrial R&D Internship Program initiative if you belong to:

  • A Network of Centres of Excellence
  • A non-governmental organization
  • A university or consortium of firms and universities

If you can match interns to private sector hosts, your organization could receive a grant for eligible expenses that include:

  • Salaries
  • Stipends to interns
  • Administration costs
  • Communication activities

Your role is to provide:

  • Administrative duties
  • Distribution of the funds
  • Accounting and financial reporting

Industrial Research Assistance Program

National Research Council Canada

Your small or medium-sized business could grow stronger, faster and bigger through innovation and technology. You could receive customized technical and business advice as well as non-repayable financial contributions to help you:

  • Research, develop and commercialize new technologies
  • Accelerate the adoption and adaptation of these technologies

To qualify, your business in Canada must:

  • Be incorporated and profit-oriented
  • Have 500 or fewer full-time equivalent employees
  • Show the ability to grow and generate profits

Investments in Forest Industry Transformation

Has your business developed highly innovative or first-in-kind technologies that could help Canada's forest industry become more competitive or sustainable? If so, you could get a non-repayable contribution of up to 50% of the project's costs to demonstrate the technology at the pilot or commercial scale.

Eligible costs include:

  • Capital expenses, materials and supplies
  • Salaries and professional fees
  • Travel and training

Costs associated with the production or export of softwood lumber are not eligible.

Learn how your business could receive specialized expertise by recruiting a graduate student or postdoctoral fellow to research your technology project for 4 or more months.

Mathematics of Information Technology and Complex Systems (Mitacs)

You could get the help of a PhD fellow to work on your research projects for up to two years through this cost-shared program.

Participation can help your business:

  • Access equipment, lab spaces and other university resources

You are expected to:

  • Provide a minimum contribution of $25,000 annually
  • Have an office or site in the same province as the fellow’s university
  • Host the fellow at your facilities 50% of the time

If you are a Canadian business with an R&D project in natural sciences or engineering, you could partner with Canadian colleges and universities to access their facilities and students.

With a financial or in-kind contribution, you could participate in programs that can help you:

  • Undertake short-term R&D projects
  • Develop new products or services, or improve processes
  • Increase your R&D capability
  • Gain research insights into a longer-term industry challenge

Quebec Economic Development Program (QEDP)

Canada Economic Development for Quebec Regions

Are you looking to start a business? Is your community facing economic development issues? There are programs and services available to help you succeed at every stage of your business.

Find resources that can help you:

  • Start a business or improve productivity
  • Innovate or adopt new technologies
  • Market or export your goods or services
  • Plan for succession
  • Promote your region

Support may also be available for economic development, diversification, and recovery of communities, as well as renovation and expansion of community infrastructure.

Science and Technology Internship Program

Natural Resources Canada (NRCAN)

If you operate a business in the geomatics, geology, mining, forestry or energy industry, you could get up to $13,200 to hire a recent university or college graduate in a natural science field for an internship of up to 52 weeks.

In order to be eligible, you need to:

  • Have a project with clearly defined objectives and outcomes
  • Hire and train an intern who is no older than 30
  • Provide a work plan and budget (including the salary paid to the intern)
  • Supply at least the same amount of money as you receive for the intern's salary

Scientific Research and Experimental Development Tax Incentive Program

Canada Revenue Agency (CRA)

If you conduct industrial R&D in Canada, you may be eligible for a tax refund or tax credit of up to 35% of what you spent on R&D.

You can apply for tax credits for expenses like wages, materials, machinery, equipment, some overhead and contracts related to:

  • Experimental development
  • Applied research
  • Basic scientific research
  • Certain types of technical support work

You can apply for the tax credit as part of your tax return by completing the required forms. There are a variety of tools and services available to help you with your claim.

Space Technology Development Program

Canadian Space Agency

Your organization (Industry or Academia) could receive financial and technical support to perform R&D on space technologies. This support covers proposals solicitation (through regular Request for Proposals), evaluation and selection, as well as rigorous project management.

Technologies should help:

  • Reduce risk for future Canadian space activities
  • Transform key capabilities into wealth
  • Create knowledge through innovation

Strategic Aerospace and Defence Initiative

Innovation, Science and Economic Development Canada

If your Canadian corporation does R&D in the aerospace, defence, space or security industries, you could receive funding for up to 40% of the cost of your project.

You may be eligible if your project:

  • Creates opportunities to contribute to a highly skilled and knowledge-based workforce
  • Involves industrial research
  • Includes strategic R&D activities
  • Requires support essential to its location, scope and/or timing
  • Has R&D that takes place in Canada
  • Involves collaboration with academia in Canada

Funding is in the form of conditionally or unconditionally repayable contributions.

Sustainable Development Technology Fund

Sustainable Development Technology Canada

If you create technology that deals with climate change issues, clean air, clean water or soil quality, you could get funding to cover up to 33% of the costs involved in developing and testing your product.

To qualify, you need to:

  • Have expertise in sustainable development technology
  • Be part of a project consortium

Your product or process must be used to:

  • Produce and distribute energy
  • Create electricity (for example, solar power)
  • Remove pollutants in certain industry sectors

Other conditions apply. You only need to repay the funds if you collect revenues related to the project or use project assets for business activities.

Technology Demonstration Program

Innovation, Science and Economic Development Canada

You could receive funding of up to 50% of the costs (up to $54 million) of one large-scale aerospace and defense R&D project per year.

Eligible applicants must:

  • Be a for-profit corporation (or university, college or research institute) operating in Canada
  • Be an Original Equipment Manufacturer or a Tier 1 supplier to one
  • Demonstrate the ability to lead a large-scale multi-member project
  • Have sufficient resources to fund the R&D
  • Partner with at least 1 SME corporation and 1 academic institute

Youth Employment Program

National Research Council Canada

You could receive a financial contribution towards the salary of a post-secondary graduate to help you research, develop and commercialize new technologies. To be eligible, your business needs to:

  • Be incorporated and for-profit
  • Share a portion of the salary costs
  • Have up to 500 full-time employees
  • Be ready to enhance its innovation capacity

The duration of the internship must be between six and twelve months.

BDC growth capital for aboriginal business

Business Development Bank of Canada

As an aboriginal entrepreneur, you could get up to $25,000 to start a business or up to $100,000 to grow your existing business. You could also get business advice for 2 years.

You should:

  • Have a good business idea
  • Have experience in management
  • Have personal or corporate guarantees
  • Be willing to work with a mentor
  • Operate on- or off-reserve in Canada

You can use the loan to buy land or equipment, develop new products, create an Internet site or learn how to export and more.

2. Provincial programs

Appui pour la conversion à l'agriculture biologique

Ministère de l'Agriculture, des Pêcheries et de l'Alimentation du Québec

You could receive financial assistance of up to $40,000 to stimulate production and adopt organic farming practices.

The program is divided into two parts:

  • Support for converting plant, maple, and honey production
  • Support for constructing or modifying livestock facilities to meet organic standards

Companies who have discontinued their certification or whose certification has been revoked during the past 5 years are not eligible.

Investissement Québec

If your business is in the manufacturing, primary or tertiary industry, you could get a loan or loan guarantee of up to $5 million for projects that:

  • Entail expenditures of $500,000 or more to purchase new technology, or to develop or improve products and processes
  • Have commercial potential
  • Give your business a clear competitive and technological advantage

Funding for each project must include an investment from private sources equivalent to at least 20% of the total project cost.

Financing of Refundable Tax Credits

Is your business eligible for a refundable tax credit?

You could qualify for a loan of up to 100% of your refundable tax credit.

You could also benefit from a loan guarantee lasting up to 18 months:

  • Coverage of up to 80% of your net loss
  • A minimum of $50,000 for a refundable tax credit for scientific research and experimental development and $20,000 for other tax credits

Industrial agreement programs

You could receive financial assistance and support for your industrial, technological or service agreement projects in Europe. The programs can help you plan short-term missions for your business' directors or senior technical staff.

You could obtain:

  • Local support in identifying and organizing meetings with potential partners
  • A fixed payment of $1,500 for assistance with logistics

Your business must have been established for at least one year and have the technical and financial capacity to carry out the planned project.

Innov'Action Agri-Food Program — Innovation in food processing products and processes

Ministère de l'Agriculture, des Pêcheries et de l'Alimentation du Québec

Your business may be eligible to receive funding to promote the delivery of food processing projects linked to product and process innovation.

Projects must:

  • Show innovative features
  • Have economic potential
  • Be in one of the following categories:
    • Innovation in products or processes
    • Conducting a clinical trial

Funding can cover between 50% and 70% of eligible expenses, up to a maximum of $100,000 for two-year projects.

Innovamer — Tier 1 — Business Innovation Projects

Ministère de l'Agriculture, des Pêcheries et de l'Alimentation du Québec

You could receive funding to support innovative projects for your commercial fishing or aquaculture, aquatic products processing or aquatic biomass conversion business.

The project must:

  • Foster applied research, experimental development or technological adaptation
  • Include significant elements of scientific or technological uncertainty
  • Lead to the creation of a new important or improved element in a significant way

Financial assistance up to $50,000 per year is available, for a projects lasting a maximum of 3 years.

Passeport innovation

Ministère de l'Économie, de la Science et de l'Innovation

Your eligible SME, cooperative or non-profit organization could benefit from a non-refundable contribution of up to $50,000 to support its technological, organizational and social innovation projects.

You must:

  • Use the expertise of one or more of QuébecInnove's member organizations to perform research and development 
  • Offer a technology readiness level (TRL) between 1 and 9

Eligible expenses include salaries, purchase of equipment and management fees.

Prime-Vert Program — Tier 4 Support in developing and transferring agri-environmental knowledge

Ministère de l'Agriculture, des Pêcheries et de l'Alimentation du Québec

Your eligible agricultural producers' association could receive this grant for your technology transfer and development projects related to adopting environmentally friendly production methods.

This financial assistance could cover 70% of eligible costs, up to a maximum of:

  • $35,000 for one-year projects
  • $3,000 for awareness and training projects
  • $70,000 for two-year projects

Your projects must respond to a call for proposals and have a collective scope.

You could receive financial assistance to cover up to 75% of eligible expenses related to the analysis, management and implementation of projects that aim to reduce your business' greenhouse gas emissions and improve energy consumption.

  • Equipment purchase or replacement
  • Engineering and installation costs
  • Costs of measuring and quantifying GHG
  • Consultant and specialist fees

Your business could get financial assistance to help implement the results of research in the agricultural sector. 

Projects must:

  • Demonstrate economic, environmental and societal benefits for the community
  • Be in one of the following categories:
    • Experimental development, technology transfer or adaptation of new technologies
    • Development of new dissemination tools for technical skills

Funding could cover up to 70% of eligible expenses, to a maximum of:

  • $25,000 for one-year projects
  • $50,000 for two-year projects

Are you planning to develop, adapt, use or market a new technology or innovative procedure related to energy efficiency, emerging energy or the reduction of GHG emissions? Financial assistance of up to $5 million is available.

The project must:

  • Reduce GHG emissions
  • Be carried out in Quebec
  • Be a technological innovation
  • Have strong market potential
  • Fall under one of the following categories:
    • Research and development
    • Demonstration
    • Measuring
    • Pre-commercialization
    • Distribution

Recognition for Pre-Competitive Research Consortia

Ministère de l'Économie, de la Science et de l'Innovation

The purpose of this tax measure is to encourage businesses from one or more related industries to become part of consortia or to create one, with a view to carrying out joint pre-competitive research.

The refundable tax credit could cover up to 30% of your expenses associated with scientific research and experimental development carried out by the consortium in Quebec.

SMBs and Large Corporations — Project Financing

Investissement Québec

You may be eligible for a loan, a loan guarantee, or funding in "quasi-equity" of $50,000 or more for business projects such as:

  • Purchase of machinery and equipment
  • Building modernization
  • Business succession, transfer, or acquisition
  • Increase in working capital
  • Trademarks acquisition
  • Export
  • Innovation
  • Commercialization

The maximum duration of funding is 25 years. Agricultural sectors, finance, real estate and retail are excluded.

Tax credit for pre-competitive private partnership research

Ministère de l'Économie, de la Science et de l'Innovation

Do you want to carry out Scientific Research and Experimental Development projects in Quebec? If so, your Canadian business could benefit from a 30% refundable tax credit for work performed in a partnership with an eligible private company.

The tax credit may cover SR&ED costs related to:

  • Salaries
  • Cost of materials and installation
  • Contracts entrusted to sub-contractors (up to 80%)
  • Overhead costs

To be eligible, you must obtain a certificate of eligibility issued by the Department.

Tax Credit for Salaries and Wages (R&D)

Investissement Québec

You could benefit from a tax credit rate of 14% to 37.5% of your payroll, if your business:

  • Performs or contracts out scientific research and experimental development (SR&ED) work
  • Performs R&D work in Quebec
  • Is neither exempt from taxes, nor controlled by an incorporated business exempt from taxes
  • Is not an incorporated business controlled by a prescribed research entity

An eligible biopharmaceutical company that has a certificate issued by Investissement Québec before June 4, 2014 could benefit from a reduced rate.

Tax credit for technological adaptation services

Revenu Québec

If your Quebec business has signed a contract with an eligible college technology transfer centre or eligible liaison and transfer centre, you could benefit from this tax credit.

Financial support could cover up to 50% of eligible expenses, including:

  • Fees associated with liaison and transfer services provided by the centre
  • Fees for participating in training and information activities

Tax credit for the development of e-business

Investissement Québec

You could get a refundable tax credit of up to $25,000 per eligible employee for your business, if:

  • 75% of your gross revenue is derived from the information technology sector
  • 50% of your activities belong to NAICS codes 511211, 511212, 541514, 541515 and, under certain conditions, 561320 and 561330
  • Your business has 6 or more employees on a full-time basis

To be eligible, you must obtain an eligiblilty certificate from Investissement Québec for both your corporation and your employees.

Tax holiday for foreign experts

Ministère de l'Économie, de la Science et de l'Innovation

If you recruit foreign experts to work on your innovation, scientific research, and experimental development project in Quebec, you could obtain a tax holiday of up to 60 consecutive months.

The assistance applies to the salaries paid to the foreign experts, as follows:

  • 100% of taxable earnings for the first two years
  • 75% the third year
  • 50% the fourth year
  • 25% the fifth year

You must hire a foreign researcher with an undergraduate diploma recognized by a Quebec university. The candidate must also have pertinent experience in the field.

Tax holiday for foreign researchers

This tax measure facilitates the recruitment of researchers from abroad to work on your innovation project.

To qualify for this tax holiday, with a maximum duration of 60 consecutive months and applicable to the salary paid to the foreign researcher, you must:

  • Have a business operating in Quebec
  • Conduct scientific research and experimental development
  • Have signed an employment contract with a foreign researcher with a graduate degree recognized by a Quebec university

3. Municipal programs (Montréal)

PRAM-Est

City of Montreal

You could get financial assistance of up to $250,000 to support innovative projects that impact the economic development of East-end Montréal. 

To be eligible, the project must:

  • Be carried out in East-End Montréal (east of boulevard Pie-IX)
  • Be carried-out by a non-profit organization
  • Meet the program's objectives
  • Be eligible for municipal assistance, given the skills and powers of the City of Montréal respecting the Charter of the City of Montréal, the Municipal Powers Act and An Act Respecting the Exercise of Certain Municipal Powers in Certain Urban Agglomerations.

4. Private sector programs
